Obviously we can discard theories 1, 2 and 3 because Pete, much like Abraham Lincoln, cannot tell a lie. There is an unknown "technical issue" that we just can't comprehend with our mortal brains, but it's very bad and would be bad if they kept selling the game without fixing it. In which case Pete Hines is merely being extremely misleading, rather than outright lying. The "technical" issue is a "legal" issue in disguise, like for example that Raven wouldn't ship them the source code so they can't delete the activision logo from the splash screen or something dumb like that. Pete Hines is full of crap and it's actually just that they wanted to delist the old, smelly, not well received wolf game just before they pushed for their new, shiny one to avoid any confusion in marketing or whatever else. Pete Hines is full of crap and it is actually legal issues. My husband, Rob, and I recently had to relocate for his job and we needed to make smart choices to stay within our new budget.
